Assistance for Early Care and Education Providers

On August 20, County Executive Elrich announced that it was awarding a total of $10 million to 467 child care centers and family child care providers through the County’s Child Care Recovery program, which was approved by the County Council on June 16, 2020. The funds are intended to support expenses for reopening child care programs and to compensate providers for financial losses caused by COVID-19 so they can continue to operate these essential programs.

Nonprofit Montgomery and the Women’s Business Center will build on the support they provided to providers prior to the awards by offering continued technical assistance. Nonprofit Montgomery will concentrate on providing assistance to child care centers and the Women’s Business Center will focus on family child care providers.

Free Personal Protective Equipment (PPE) for Child Care Providers

The County is offering free PPE and cleaning supplies for child care providers. Each provider can apply for one kit per month here: https://form.jotform.com/203577442089058

PPE and cleaning supply kits will be shipped directly to licensed child care programs and will be limited to one kit per month. Centers with 31-60 children currently enrolled will be limited to two kits per month, and centers with more than 60 children currently enrolled will be limited to three kits per month. Click here for the full press release.

Information on State of MD’s Child Care Pandemic Relief Fund Grant

New MD State Grant for Child Care Providers

The Consolidated Appropriations Act of 2021 provides $10 billion in direct pandemic-related relief for the child care sector. Maryland State Department of Education (MSDE) now has the Child Care Pandemic Relief Fund Grant available to all operating child care programs in Maryland.

MSDE anticipate the grants size will range from $2,400 to $60,000, depending on the licensed capacity of the child care facility. The application opens February 16 at 1pm and closes March 3 at 3pm.

Funds can be used to support providers facing reduced enrollment and increased costs of serving children safely, reduce family co-payments, pay staff salaries, provide care for the children of essential workers regardless of income, support costs related to reopening, and more.

Resources: SAMPLE APPLICATION

  • Can non-profit childcare apply for this? Yes, if you are licensed and open and operating.
  • If I have more than 1 location, should each location apply separately? Each open and operating location is eligible for a grant.
  • Are there any other terms/ conditions for receiving this grant? All requirements can be read on the website at https://earlychildhood.marylandpublicschools.org/child-care-relief-funds-grant
  • If I received other grants from the state or county, can I still apply for this? Yes, you may still apply.
  • What is the size of the grants? They anticipate the grants size will range from $2,400 to $60,000, depending on the licensed capacity of the child care facility.
  • If I opened to serve families as an EPCC provider, do I need to submit a Child Care Verification of Reopening form? The EPCC form was your re-opening form. You do not need to submit another form. This is only for programs that have not been open.
  • Will I have to provide receipts or documentation of how funds were spent? Federal regulations require all recipients of federal funds to keep financial documents for 5 years. You will only be required to produce the receipts if your program is randomly selected for an audit to provide evidence of expenditures, as indicated in your grant.
  • Will I receive a 1099 for the pandemic relief grant funds and do I need to pay taxes? Yes, you will receive a 1099 for the pandemic relief grant funds from the Office of the Comptroller. Child care providers that receive a grant have a reporting obligation on Form 1099-G if the amount is above $600. Therefore, you would need to file 1099-Gs to avoid penalties for failure to file (Internal Revenue Code Section 6721) or failure to furnish (§6722).
  • Can I include my entire mortgage payment even if I only use part of my home for business. In the past grant application, I was only allowed for 30% of my mortgage to be accounted for. Yes, you include the total of your mortgage.
  • Is the license number based on my general license or based on covid-19 licensing capacity? License number capacity is based on your license issued by the state.

Things to know:

  • There will be an audit thru the program so keep all the receipt for 5 years.
  • There are no different allotments per county; it is based on what you provide in the application.
  • They are recording the applications by license #
  • Funds must spend by December 31, 2021
  • If you get any error thru the application process, you can always check the received application
  • You must be open by March 3 and the program need to stay open until June 30 to receive the grant

Other Helpful Hints:

  • Applicants MUST put a “0” into each category under tuition rates if they don’t have any children in that category and NOT an “X”. The “X” is ONLY for the Non Applicable category. This is confusing because the “X” is clearly marked above in the directions, but it does say it is for the non- applicable category. Unfortunately, the directions leave out the fact that a “0” must be put into the space. So, for instance, if they have no children in the Non-Traditional category they must put a “0”.
  • Applicants must put in a daily rate.
  • In the total space for administrative costs, make sure there is no comma.
