Happy holidays from Nonprofit Montgomery! 2019 was a busy year filled with advocacy, new programs and workshops, and taking action on Early Care and Education through our collective impact initiative Montgomery Moving Forward.

Nonprofit Montgomery now has over 160 members, who represent the spectrum of nonprofit organizations in the County. It is a pleasure and a privilege to support the county’s nonprofit community. Thank you for participating in programs and forums, joining us in advocacy, and sharing your joys and challenges. Most of all, thank you all for the important work you do throughout the year to make Montgomery County a place where people can thrive.

As 2020 approaches, we look forward to continuing this work together. Warmest wishes for a happy, safe, and healthy holiday season!

Community Grant Changes and Timeline for FY 21 Announced

The following changes are confirmed for Community Grants in FY 21:
  • County Council and County Executive grants will be combined into a single program.
  • The application portal for FY 21 will open on January 2 for nonprofits wishing to renew current grants, plus those applying for new grants. New programs and program enhancement grants are capped at $20,000 per organization and will only be awarded based on funding availability.
  • Applications for renewing and new grants will be due by January 29, 2020.
Priorities for funding in FY 21 are as follows:
  • Viable and effective programs funded in FY20
  • Renewing programs may request funding levels from FY 18 and FY 19 if FY20 funding was lower, or if funded in FY 18 and 19 but not in FY20.
  • Limited funds for new requests may be available, depending on funding availability.
Grants to be renewed will be announced in the County Executive’s budget.  Any new grants will be reviewed and transmitted to the Council after March 15. Grant application training sessions will be held:
  • January 7, 2020 – Plum Gar Recreation Center at 10am
  • January 7, 2020 – Wheaton Community Center at 2pm
  • January 8, 2020 – Council Office Building at 5:30pm
  • January 9, 2020 – Silver Spring Civic Center at 10am
The process and timeline for Cost-sharing Capital Grants will be unchanged. Watch for a full County Council worksession on Community Grants in January.

DHCA Announces RFP for Tenant Services
The Montgomery County Department of Housing and Community Affairs (DHCA) announces a Request for Proposals (RFP) for Tenant Services. The solicitation requests that nonprofit organizations submit proposals for the following categories of activities:

  • Tenant Education Services
  • Tenant Association Organizing Services
  • On-Site Legal Assistance at the District Court of Maryland
  • Financial Literacy and Credit Counseling

The deadline for proposals is January 4, 2020. Questions about this solicitation can be emailed to: DHCA.Housing@montgomerycountymd.gov.

Opioid Operational Command Center (OOCC) – Fiscal 2020 Grant Cycle
The OOCC is accepting mid-period proposals for fiscal year 2020 funds. Click here to view a copy of the application and instructions on applying for a grant. The deadline for applications is December 31, 2019. The OOCC has roughly $600,000 available to award as a result of returned/canceled grants.

This Tables for Ten is beneficial to all nonprofit leaders who would like to tackle board governance head-on in the new year.

Table for Ten meet three times for candid, confidential facilitated conversations and problem solving. Seats are filled on a first-come, first-served basis for members only. These facilitated peer-to-peer sessions offer an opportunity for nonprofit executives to connect with peers around issues of importance to them and their organizations.

Montgomery County Community Grants Update

The County Executive and County Council are considering sweeping changes to the County’s Community Grants process, which last year distributed over $14 million in funding to local nonprofits.The Council’s Health and Human Services and Government Operations Committees have held two joint meetings on the topic. Here is a memo from the Office of Budget and Management explaining some of the change options.

Following the November 5th Community Grants Dialogue (read our recap here), Nonprofit Montgomery, in partnership with the Office of Budget and Management and County Council Grants Office, hosted five focus groups to gain nonprofit input on potential changes to the Community Grants process. Fifty-two nonprofit leaders attended the focus groups, which were held in late November and early December.

Recommendations from the County Executive are forthcoming. In the meantime, the application process for funding in FY21 has been delayed. Nonprofit Montgomery will issue and Advocacy Alert as soon as changes are announced. Stay tuned!
