Advocacy Update

On October 13, the Council’s Government Operations and Health and Human Services Committees held a joint work session that discussed the Council grants process. They discussed short-term changes to the process. Click here to see the packet for the work session.

The resolution for the FY18 Council grants has been introduced for a vote on November 1. The resolution packet, which incorporates the changes made in the work session, can be foundhere. To watch the archived video, click here. On November 14, the HHS Committee will discuss grants vs. base budget and a DHHS return on investment calculator.

Expanding Access to Health Insurance-Become an Application Counselor Sponsoring Entity

The Affordable Care Act open enrollment will begin on November 1, 2016 through January 31, 2017. During this time, Maryland residents will be able to apply for or renew their private health insurance coverage provided by Maryland Health Connection. Medicaid applications and re-determinations are also processed within Maryland Health Connection year-round.

Interested in adding enrollment capacity within your organization? Become an Application Counselor Sponsoring Entity (ACSE). This designation will enable your organization to complete the enrollment process with your clients (or the public) into private health insurance plans as well as Medicaid. Contact Jody Hartzell with the Maryland Health Benefit Exchange at 410-547-8158 to learn more about the ACSE Program. The Maryland Health Benefit Exchange accepts ACSE applications at several points throughout the calendar year.

Updated Legal Alert: Election Season Rules for 501(c)(3) Organizations

With the elections just a few months away, political campaigns are in full swing, and the IRS is poised to vigorously pursue any complaints made against nonprofits regarding improper political activity. Nonprofit organizations exempt from tax under section 501(c)(3) of the Internal Revenue Code, including churches and other religious organizations, are prohibited from intervening on behalf of, or in opposition to, candidates for local, state or national office. The stakes are high: a nonprofit that violates the rule against political intervention is subject to an excise tax on the amount expended on the campaign activity; more seriously, the organization risks losing its tax-exempt status. It is important that nonprofits understand the complex rules and highly nuanced distinctions employed by the IRS in enforcing its rules. The D.C. Bar Pro Bono Center has updated its detailed legal alert to help guide nonprofits through this potential minefield.
